On July 16, NVIDIA announced it is partnering with Noetra Corp. — backed by Japan’s Ministry of Economy, Trade and Industry — to build what has been formally designated the world’s first national AI infrastructure for physical AI. The hardware: 13,750 NVIDIA Vera CPUs and 27,500 Rubin GPUs delivering 140 megawatts of data centre capacity. The software mission is specific: open multimodal foundation models to power AI agents, digital twins, robotics, and physical AI applications across Japanese manufacturing, logistics, healthcare, and telecoms.
Jensen Huang’s framing at the announcement was deliberate: “Japan invented modern manufacturing. Now, it is building the AI factories that will power the next industrial revolution.” Japan’s AI Robotics Strategy, released in March 2026, sets a concrete target: capture more than 30% of the global AI robotics market by 2040 — a $133 billion opportunity. METI’s FRONTia Project is the institutional structure designed to get there, and the Noetra AI factory is its computational foundation.
